Newly-appointed Executive Director of the Los Angeles Department of Cannabis Regulation, Cat Packer joins #CACannaBizCon to speak on a panel titled ‘Road to Regulation and Operating in Southern California’ on September 22 at 3:00pm.
Packer, who was appointed to the newly-formed position just last week, will be launching LA’s new cannabis regulation department tasked with the role of implementing the city’s developing cannabis regulations. In recent articles from publications such as LA Weekly, CULTURE, and NBC LA, the mayor of Los Angeles has affirmed his confidence in Packer, stating that she is the ideal candidate for the position. When asked about her appointment, Packer has expressed that she is “looking forward to serving the city of Los Angeles as [they] lead the development and implementation of responsible, equitable cannabis policies that will serve as a model for the rest of America.”
Spending much of her career working on issues of cannabis reform, Packer steps into this high-visibility position ahead of California’s transition into the world’s largest adult-use cannabis market, in which Los Angeles is predicted to be become the new marijuana capital within the Golden State.
David Jones

First elected as Insurance Commissioner in 2010, and then re-elected in 2014, David Jones has moved mountains for the state of California. One area of work that Jones particularly exceeds in is that of the cannabis industry. In the cannabis space, it can be especially difficult to handle cash flow as most banks and insurance agencies will not accept cannabis revenue. In a press release issued by California’s Department of Insurance this past May, Jones disclosed that his “goal is to make sure all Californians, including emerging cannabis businesses, have insurance protection… [because] cannabis businesses need to insure property, crops, vehicles, and employees, just like any other business. They have the same insurance needs.”
