Shaleen Title Joins Rudick Law Group as ‘Of Counsel’

NEW YORK – Former Massachusetts Cannabis Control Commission member Shaleen Title has joined female-led Rudick Law Group as Of Counsel. Title will support clients navigating the newly opened DEA registration process for medical cannabis companies following federal rescheduling. She also will contribute to the firm’s broader regulatory, compliance, and strategic advisory work.

Title’s addition comes at a pivotal moment for the cannabis industry. The DEA opened its registration portal for state-licensed medical cannabis operators on April 29, introducing a federal pathway that requires applicants to submit detailed operational, compliance, and ownership disclosures. Applications submitted within 60 days of publication in the Federal Register will be reviewed in an expedited timeline, creating a critical window for companies to act. In addition, interested parties may, if selected by the DEA, participate in broader scheduling hearings that are set to begin on June 29, 2026.

As the industry adapts to medical cannabis rescheduling and the introduction of federal registration requirements, Title will assist clients with application preparation, compliance systems, and strategic positioning during the DEA review period.

Title brings nearly two decades of experience in law, policy, and emerging industries. She currently serves as director of the Parabola Center for Law and Policy and served on the Massachusetts Cannabis Control Commission from 2017 to 2020. There, she helped shape the state’s adult-use regulatory frameworks. She also brings expertise in artificial intelligence regulation, teaching a law school course on the topic and holding a Certificate of Competence in AI Law, Policy, and Governance from the London School of Economics.

Title will work alongside a Rudick Law Group team that is increasingly focused on other highly regulated emerging markets like psychedelics and artificial intelligence. The firm recently expanded its capabilities in privacy and cybersecurity through the work of Victoria J. Cvitanovic. Cvitanovic is now a Certified Information Privacy Professional (CIPP/US), the global gold standard for privacy professionals.

Title is a leading voice in cannabis policy and regulation. Her work has been featured in The New York Times, The Washington Post, and the Los Angeles Times, and she has been cited by outlets including Politico and the Boston Globe. She has received numerous accolades, including NORML’s Hunter S. Thompson Attorney Award, and was named to both the Forbes Cannabis List and Boston Magazine’s Power List. In 2025, the Cannabis Regulators of Color Coalition established the annual Shaleen Title Ignite Award in her honor.
